CPC fluctuates in real-time based on competition, Quality Score, audience availability, and time of day. The estimate is a planning guide, not a guarantee.
Should I optimise for clicks or conversions?
Clicks are a means to an end. If your landing page converts well, more clicks mean more conversions. If it does not, more clicks just mean more spend. Optimise for conversions once you have enough data to do so.
